Upon the completion of the further consultations, the Steering Group would have to submit its recommendations to the Governor in Council as to which of the two approaches to adopt. But, even if a decision were then to be taken to adopt a single- contract approach, the Government would not necessarily be deciding (and, in fact, is unlikely to be in a position to decide), at that time, which particular consortium to select, although such a decision would have to be taken fairly quickly thereafter.

I hope that, in the circumstances, the British Group will feel able to enter into fruitful consultations with us on 19th March without having had prior discussions with Freeman Fox & Partners. I might also add that, depending on the outcome of the March consultations, the two sides might reach the conclusion that it would be helpful to hold a second round of meetings towards the end of April.
