We have considered problem how to produce a realistic assessment of the costs of Stages 1-4 on the basis of a package deal approach.

We came to the conclusion that the only way to achieve this within the time scale was to base the exercise on the Consultants Report of July 1972.

An essential feature of this exercise is to know thoroughly the assumptions made and the information on which the Report was based.

Tomorrow

This morning some of this information was made available. a further meeting has been arranged with the Consultants in Hong Kong. We regard it as essential that we should have access to information which is only available in the London Office of the Consultants if the exercise is to be meaningful.

We realise that the Steering Group may not regard an assessment of the 1972 Consultants Report as an adequate yardstick for a decision in favour of the package deal approach.

We have therefore discussed this morning the further information which has come available since July 1972 and we have agreed to assess its effects upon the 1972 figures.

This is clearly going to be a very tight programme for us and we think it essential to work to precise dates. Assuming the informa- tion from the Consultants is immediately available to us on our return we would like to suggest a further meeting in Hong Kong to present the results of this exercise in the week beginning 30th April.
