THE MINISTRY OF TRANSPORT LN CONJUNCTION WITH THE SHIP MACHINERY QUALITY CONTROL ASSOCIATION HAVE AGREED TO HELP ARRANGE THE VISIT OF THE DTI TEAM. THE MOT WILL ARRANGE FOR THE TEAM TO CALL ON COMPETENT OFFICIALS ON 19 NOVEMBER FROM 1000 TO 1290 HOURS FOR AN INFORMAL DISCUSSION ABOUT JAPANESE TYPE TESTING PROCEDURES. PRIOR TO THIS WE SHOULD BE GRATEFUL IF THE TEAM COULD CALL ON THE ECONOMIC COUNSELLOR IN THE EMBASSY AT 0915 HOURS ON 19 NOVEMBER FOR A GENERAL DISCUSSION ABOUT THE VISIT.

THE MOT OFFICIAL TO WHOM WE SPOKE EXPLAINED THAT IN JAPAN, IN PRINCIPLE, TYPE TESTING FOR TYPE APPROVAL IS CARRIED OUT IN TOKYO BY THE SHIP RESEARCH INSTITUTE OF THE MINISTRY OF TRANSPORT, EXCEPT IN EXCEPTIONAL CASES, TYPE TESTING IS NOT CARRIED OUT AT MANUFACTURING ESTABLISHMENTS. UNLESS THEREFORE THE DTI TEAM PARTICULARLY WISH TO SEE THE PROCESS OF PRODUCTION OF SAFETY EQUIPMENT, THE MOT SUGGEST THAT IT WOULD BE UNNECESSARY TO VISIT MANUFACTURING ESTABLISHMENTS.

AS THE TYPE TESTING FACILITIES IN OSAKA ARE SIMILAR, BUT INFERIOR TO THOSE IN TOKYO, THE MOT ALSO CONSIDER THAT IT WOULD NOT BE WORTH- WHILE TO PAY A SEPARATE VISIT TO THE OSAKA AREA. IF THE TEAM WERE ONLY TO VISIT THE SHIP RESEARCH INSTITUTE IN TOKYO THE MOT SUGGEST THAT TWO TO THREE DAYS WOULD BE SUFFICIENT.
