The extension to Hong Kong of the various ILO seafarers' conventions listed in the note drawn up by MAR 4 has been discussed with the
Marine Department in some detail which will be given in the Team's
final report.
As regards the extension of the new 1970 Crew Accommodation Convention, Hong Kong will wish to make a modification relating to Article 12 to cover the special circumstances in the Colony relating to
consultations with the two sides of the industry. The Director
of Marine has been asked for his general remarks on these special
circunstances and on policy and practice relating to consultations
both in the past and for the future.
The position on the extension of the Certification of AB's Convention
is that the necessary arrangements were recommended in a report in
December 1971, but progress has been foozen since then because it
has not been possible to secure agreement between Government and
shipowners on the provision of the necessary finance. There is no visible progress in moving towards agreement on this matter.
