If, in fact, all the senior officers in World Wide do not hold the British certificates, it would be in the interest of ship owners and the Hong Kong & British Governments that I should see at least two of the senior officers who do not hold any British or Commonwealth qualifications on my retum from Japan during the week commencing 10th December, 1973 in order to make an assessment and be in a better position to be able to judge the deck officer maaning in the large World Wide flcet. This I am unable to do on the strength of four junior and relatively inexperienced officers studying at the Polytechnic. From the statistics requested from World Wide which have just come to hand they have 99 Chief Officers, 40 of whom hold British Certificates as First late or above. World Wide could surely produce for assessment 2 of the remaining 55, 14 of whom, they say, are on vacation.
