The Hong Kong shipownère raised the question of standards of crew acaommodation at a recent meeting. It was pointed out that negotiations on cther than D.T.I. standards was a mattor outside the team's brief. This

espect has been mentioned in previous correspondenos. With reference to the proposed register, it is not expected that other than comparatively new cxisting ships will initially be involved. A proliminary report on the standards of Hong Kong owned vessels operating around Hong Kong in respect of safety equipment and crew accommodation is attached at

The Team will be visiting Japanese shipyards and testing stations in order to assess the standards of type testing facilities and procedures. Foreign equipaourt and eaterials other than Japanese, are understood not to be of great importance to liong Kong shipowners so the Fear has not made arrange- ments to visit other foreign countries.

ENFORCEMENT OUTSIDE HONG KONG

The question of maintaining a Government presence on ships registered on the Special Hong Kong Register has been raised with the Director of Marine. Further to those questions, discussions are to take place on our return from Japan. lio anticipates that the new registor aspect of his Bervice will be solf-supporting and that the salaries of extra surveyors could be provided for by the revenue paid under the financial arrangements. However, ko appreciates the difficulty of obtaining surveyors despite the provision of survoyer posts. The service here is already under-staffed and it is believed that they would welcome more than the envisaged number of surveyors accorded by the D.T.I. During informal discussions on this question, it was pointed out that certain Government survey services are not really suitable and also that doubts are held regarding certain classification societies.
