As you know from John Archer's minute of 29 November, addressed to Mr Heseltine, and copied to you, we are having some difficulty in seeing a reasonable number of senior deck officers employed by Mr Y K Pao's companies.
It has been agreed with the Leader of our team in Hong Kong, that the best way of making progress on this front, since their approaches to Mr Pao have not been fruitful, would be for us to telegraph the Governor for his assistance. I should be grateful, therefore, if you would telegraph on the lines of the attached draft.
