PAO AND HIS MANAGEMENT, THEY ARE, AS YOU MAY GATHER, AT PRESENT HEAVILY STRETCHED TRYING TO COPE WITH THE SHORTAGE OF BUNKER FUEL WHICH IS COMPLICATING THEIR OPERATIONS IN MANY PARTS OF THE

WORLD.

ANOTHER MITIGATING FACTOR IS THAT WHEREAS THERE WILL BE DOUBT AS TO THE AMOUNT OF TONNAGE OTHER OWNERS WILL COMMIT UNTIL THEY HAVE EVALUATED THE D.T.1. CONDITIONS, THERE IS LESS DOUBT ABOUT WORLD- WIDE'S INTENTIONS BOTH BECAUSE OF PAO'S PERSONAL INTEREST AND BECAUSE OF THE HIGHER QUALITY OF HIS OFFICERS AND SHIPS, AND THE MUCH LARGER PROPORTION OF WORLD-WIDE'S OFFICERS WHO ALREADY HAVE D.T.I. QUALIFICATIONS, THE BREAKDOWN OF THE LATTER, AS A PERCENTAGE
