THE PROBLEM HAS NOW BEEN FULLY DISCUSSED WITH THE DTI TEAM
AND WITH WORLDWIDE MANAGEMENT AND THE GOVERNOR HAS HAD A MEETING WITH THE TEAM AND HAS SPOKEN TO Y.K. PAO, AT AN EARLIER STAGE OF THE TEAM'S VISIT, WORLD-WIDE DID OFFER TO MAKE AVAILABLE SOME 20 OFFICERS BUT, BY THE TIME INTERVIEWS WERE CALLED, FOUR HAD BEEN POSTED, 2 HAD LEFT WORLDWIDE, AND ONE REFUSED AN INTERVIEW, SO IN THE EVENT 13 WERE EXAMINED (OUT OF A TOTAL TAKE OF 43) AND OF THESE ONLY 5 WERE DECK OFFICERS. THE PROBLEM WAS THEN COMPOU

ONCE THE SITUATION HAD BEEN PUT TO HIM FORCIBLY PAO OFFERED TO PAY THE TEAM'S EXPENSES IF IT WOULD RETURN TO THE U.K. VIA JAPAN WHERE FIVE OF HIS SHIPS WOULD BE BETWEEN 15 AND 17 DECEMBER, BUT THIS PROVED IMPOSSIBLE. PAO THEN OFFERED, AND D.T.1. OFFICIALS AGREED, TO MEET EXPENSES FOR THEM TO INTERVIEW OFFICERS AS AND WHEN SHIPS CALLED AT EUROPEAN PORTS. ARRANGEMENTS WILL NOW HAVE TO BE
MADE BETWEEN WORLD-WIDE IN LONDON AND CAPTAIN ANDERSON OF THE
D.T.I. FOR A SERIES OF SUCH VISITS: IT WILL ALSO BE NECESSARY FOR THE F.0.0. TO ALERT CONSULS IN THE PORTS CONCERNED AS THE D.T.i. ATTACH
IMPORTANCE TO THESE INTERVIEWS BEING HELD ON OFFICIAL PREMISES.
3. I AM AFRAID THAT THESE ARRANGEMENTS WILL PROVE COMPLICATED TO IMPLEMENT AND WOULD BE MOST GRATEFUL IF YOU COULD KEEP A PERSONAL EYE ON THEM.
