flags are concerned the present situation is a double deterrent to transferring their ships to Bermudian flags; British officers may not be available and, even if they were, they might not be suitable in conjunction with the other officers and crews such owners normally employ on their ships.

The Government of Bermuda considers that in order

to meet its essential requirements the provisions with regard to British certificated officers must be removed,

The Government also considers however that it is of the

utmost importance to maintain a high standard of com- petence for officers of ships under its flag and that the positions required at present to be held by British certificated officers should also be held by officers with equivalent certificates of competence.

Procedure for applving the terms of international shipping conventions to Bermuda

The process of extending the Safety of Life at

Sea (SOLAS) Convention to Bermuda is even now not entirely completed and the Load-Line Convention extension will not

be completed until later.
