HONG KONG REGISTER OF SHIPPING
1 Mr Youde asked to see the papers which show why the Prime Minister and Mr Y K Pao are so keen on a Hong Kong Register of Shipping.
2. I have looked through the papers. There is no direct answer to Mr Youde's question although Mr Y K Pao's reasons are fairly explicitly stated in the notes of a meeting between the Acting Governor, Jir H Norman-Walker and Mr Y K Pao on 10 November 1971 These were sent to us under cover of a letter from Sir H Norman- Walker dated 6 January 1972.
3. Subsequently Mr William Lee (the World-Wide Shipping
representative in London) sought an appointment for Mr Y K Pao with the Prime Minister. On the Governor's recommendation, his was arranged and took place finally on 7 June 1972. No record was made of the meeting. In his letter of 7 June to Mr Grattan Lord Bridges reported that the possibility of a Hong Kong Register came up in the discussion and the Prime Minister saw merit in the proposal" as the transfer of a substantial number of ships to Hong Kong registry would bring economic benefits to the Colony". Prime Minister asked for the idea to be examined.
