a flight from the UK register merely because we have

made concessions to meet strictly local conditions

in Hong Kong.

Having considered all this very fully I now propose

to tell the Governor that we cannot move any further

and to ask the Hong Kong shipowners to think again.

At the same time if the new arrangements are to go

ahead, I am offering maximum co-operation at official

level to make them work smoothly and a review when

they have operated for a period in the light of

developments with EEC countries.
