HONG KONG REGISTER OF SHIPPING
You have seen the recent exchange of telegrams with
Hong Kong on this subject. Having carefully considered
them, my Minister has decided to make one final move
in order to secure agreement. This is explained in
the enclosed telegram which he has sent to the Governor.
We believe that these terms will now be acceptable to
the Hong Kong Government and shipowners and that we shall
then be able to make detailed arrangements at official
level though, on Hong Kong's previous estimates,
new arrangements will take a good time to implement.

will be necessary and we are thinking in terms of a
public announcement immediately after the Summer Recess.
