Mote supplied to Press Office on 30.8.73 to deal with press enquiries regarding a separate Hong Kong Register of Shipping following publication of attached article in Lloyd's List.

Discussions with Hong Kong are taking place in continuation of consultations which have lasted for about a year. The two Governments have been exploring the possibility of introducing conditions applicable to a

Hong Kong register which would make it easier for Hong Kong shipowners to register their rapidly increasing nerchant fleet there without lowering safety and manning standards of ships flying the Red Ensign.

Both sides of the UK shipping industry have been kept fully in touch with the progress of these consultations and there will be further discussions with them early in September. decisions have yet been taken.
