To ensure the correspondence of standards of safety in the UK and Hong Kong, a number of experienced surveyors and examiners would be seconded from the UK for a period of service in Hong Kong. They would work to the Director of Marine, and their salaries, related expenses and subsistence and travel would be met by the Hong Kong Government. They would be concerned particularly with the acceptance of qualifications, experience and standards of spoken English under (b)-(d) above and with acceptance of materials and safety equipment under (e) above. these respects, in the event of any doubts about acceptability for the Hong Kong register which could not be resolved locally, they could require that the matter be referred to the Marine Division of the Department of Trade and Industry in London.

It is envisaged that it will take at least two years to establish a separate register on these broad lines. The preparation of detailed guidance on acceptability of officers for the purpose of the register will require considerable experience of the
