Further to our telephone conversation this morning, I have had a word on the telephone with the Governor of Hong Kong. I have now written to him, as in the enclosed letter, and I told him on the telephone that I proposed to send a telegram to Hong Kong referring to the Minister's misgivings with regard to the Hong Kong shipowners' reluctance to commit tonnage to the new register at this stage.
A draft telegram regarding this is enclosed, and I would be glad if you would send it off to Hong Kong as quickly as possible, in the hope that account can be taken of it in any discussions with Hong Kong shipowners which are going on.
