1 As requested I spoke on the telephone to Mr Roberts, m stment in Hong Kong. He had not been at the meeting with the Hong Kong ship owners and knew nothing of it. Whilst I held on he tried to speak to Mr Alexander (Deputy Director of Marine) who was at the meeting. However, Mr Alexander was not available and Mr Roberts spoke to Mr Milward who had had an account at second hand.

According to Mr Milward the ship owners had said that they were not prepared to commit themselves to transfer any tonnage to the Hong Kong register until the DTI Survey Team had gone out to Hong Kong and clarified certain aspects of the standards concerned. Mr Roberts was unable to give more details of which standards were involved. Mr Y K Pao was not at the meeting but was represented by Mr Tam (?). Director of World Wide Shipping.

3. Mr Roberts said that in a speech he had given in Hong Kong on 11 September on the occasion of the completion of the World Wide hip Training Course, Mr Y K Pao had said that there will shortly be a shortage of tonnage on the Hong Kong register than on the United Kingdom register.

This, however, does not seem relevant to the main question.

4. I asked Mr Roberts to ensure that Mr Alexander sent a telegram giving full details of the meeting

at the earliest possible moment and to arrive not later than 10 am tomorrow (Wednesday) morning.
