6. It was agreed that the Draft Heads of Agreement should be sent to the Hong Kong Government and to the Governor and would form the basis for discussion with both sides of the UK shipping industry. Mr Archer would discuss the matter with the Minister and the question whether he should see the Governor, as tentatively arranged for 12 or 13 September would be decided then.
