This has introduced an atmosphere of suspicion in some quarters in Hong Kong which distorts the real situation. I would suggest that the best way of strengthening this thought in your admirable draft might be to insert something on the lines of the attached passage into the penultimate paragraph of Mr Hubback's letter to the Governor.
