TO ME OF 5TH JANUARY I AM SENDING YOU OUR PRELIMINARY VIEWS NOW, WE
ARE AT PRESENT CONSULTING WITH SHIPOWNERS IN AN ATTEMPT TO FIND
OUT THE MINIMUM REQUIREMENTS THAT WOULD INDUCE THEM TO TRANSFER FROM
FLAGS OF CONVENIENCE TO A HONG KONG REGISTER, IF THIS WERE TO BE ESTABLISHED, SO THE FOLLOWING IS ONLY AN INTERIM ASSESSMENT (THOUGH IT HAS BEEN SEEN AND AGREED BY MR PAO)
SAFETY + DISPENSATION OVER MANNING 2. THE PROVISIONS IN PAGE 1 OF YOUR LETTER, ALTHOUGH HELPFUL IN THEMSELVES, WOULD BE FAR FROM SUFFICIENT FOR A SEPARATE REGISTRY. INDEED, WE FEEL THAT EVEN THE ADDITIONAL CONCESSIONS ON PAGES 2 AND
3 WOULD PROBABLY NEED TO BE FURTHER EXTENDED TO ATTRACT LOCAL
SHIPOWNERS. WHAT WE HAVE IN MIND IS MORE LIKE THE FOLLOWING:
(A) ALIENS WITH CLOSE LINKS WITH HONG KONG SHOULD BE ELIGIBLE TO
SIT EXAMINATIONS FOR HONG KONG CERTIFICATES OF COMPETENCY
IN ALL GRADES, INCLUDING MASTER,
CPR OR TAIWAN

DIFFICULT.
THE ACCEPTABILITY OF FOREIGN CERTIFICATES OF COMPETENCY FOR ALL GRADES, AGAINST THE ISSUE OF HONG KONG CERTIFICATES, TO NATIONALS OF THE ISSUING COUNTRY WITH PROFICIENCY IN ENGLISH
SHOULD BE DETERMINED BY THE DIRECTOR OF MARINE ON THE BASIS OF EXISTING BRITISH REQUIRMENTS.
(C) HONG KONG CERTIFICATES ISSUED UNDER (A) OR (B) COULD BE SUSPENDED OR WITHDRAWN ON ORDER OF A MARINE COURT. PRIOR ARRANGEMENTS COULD BE MADE FOR DEALING WITH FOREIGN MASTERS IN SPECIAL CIRCUMSTANCES AND IT IS FELT THAT SHIP- OWNERS WOULD CO-OPERATE IN THIS IN THEIR OWN INTERESTS. E) ONLY SHIPPING COMPANIES INCORPORATED IN HONG KONG AND
SUBJECT TO HONG KONG LAWS WOULD BE ELIGIBLE FOR THE HONG KONG
REGISTER.
(F) CREW ACCOMMODATION AND SAFETY STANDARDS WOULD BE AT LEVELS
LAID DOWN BY THE DIRECTOR OF MARINE IN CONFORMITY WITH
STANDARDS SET BY ILO AND THE INTERNATIONAL SAFETY CONVENTIONS
RESPECTIVELY.
