1. Mr Cranley Onslow told Mr Royle that the DTI were
prepared to concede a Hong Kong register, subject only to
discussions with the Officers' Association (MNAOA).
2. It seems from the attached DTI submission that officials
have not yet got quite so far. However, they are proposing
high level negotiations with Hong Kong within the next two
weeks and their draft telegram includes the words "with a
view to reaching agreement" I have encouraged them to send
it, although I have suggested that it would not be necessary,
or perhaps appropriate, to summon Sir Hugh Norman Walker in
person. Mr Lloyd might be more suitable for this purpose.
