As requested on the telephone this morning, I have now drafted a telegram to the Governor (attached): I thought it right to reflect in the draft the great difficulties involved in going as far as they apparently wish.

As Mr Brigstocke was away for most of last week and will not have seen the Director of Marine's paper (copy with Mr Frost) perhaps he would look at the draft and my minute of 9.2.73 and let you know whether he is content with what is proposed. I have suggested the week commencing 5 March for a visit by Hong Kong officials partly because I am very tied up until then but also because it gives them reasonable notice. This would still be in good time for the Minister's visit to Hong Kong.
