Further to our telephone conversation this morning, I attach a draft minute to the Trime Minister which would be accompanied by the draft consultation document (the top copy of which you hovu). I am reculling that the Minister vill vet the draft minute but it will be sent by the fecretary of State. In view of the tight time-table, may I suggest that you spoek so no 10 and ensure that the izing hinister replies by Sheeday 20 Beren, ke will then send a bolepram or telephone to Hong Kong so thal, if approved, the consultative document can be shown to shipowners there before the Minister's arrival and we can also pass it vo both sides of industry here - both on a confidential basis.
I om assuming that the Minister is sufficiently briefed on this issue for his visit to Hong Kong and that I cen dicrogard Miss Notoutt'e minute of 15.3.73 asking for briefing Bateriel.
