Alan Flotahor seems to be taking our attitude over masters and safety regulabling and crew conditions as a reflection on the compotence and interrity of himself, his senior colleagues and his likely successors; theroforo if we could devise some solution which would be conditional on the registration authority (ie the Directorate of Marine) retaining its present level of competence it might be much more palatable.

Boruda - or for that matter Singapore; they see this as just enothar case of Hong Kong's interests being subjugated to those of Britain (a periodic complaint, at present refocused by the "row" over Air Traffic rights, the "loss" of sterling reserves and this) and although it isn't logical it is a sentiment we cannot afford to ignore.
