in March the Governor held two meetings with him on 23rd and 24th. The first was to discuss with the representatives of Hong Kong shipowners the "Draft Consultative Document" on a Hong Kong Shipping Register which we had worked out in London the previous week. The second, which was confined to officials, had another go at the Shipping Registry and then went on to S.A.S.

I enclose copies of our records of these meetings (copies have also been given to A.J. Lane, the Minister's Private Secretary). They are, I hope, reasonably clear but I would add on the Hong Kong Shipping Register that the ball was left in Hong Kong's court to prepare written comments on the draft consultative document. This we are getting on with and we will forward our views to Archer in the D.T.I., with a copy to you, as soon as possible.

As regards S.A.S. we can only hope that the airlines will conclude their discussions in good time to enable their conclusions to be considered with a view, if necessary, to a submission being put to Ministers.
