In reply to your letter of 17 April addressed to Archer,
the Minister has had discussions with both sides of the
shipping industry here who have raised a number of
objections to the proposals in the consultative document.
The Minister is anxious to reach a decision as quickly as
possible, particularly in view of press comment and a
Parliamentary Question next week. He will therefore be
much concerned at the prospect of the delay in receiving
your written comments indicated in your letter. While
we are anxious to have a fully considered document from
you, could you please expedite it. And may we see the
further documentation already distributed to your
shipowners.
