Thank you for your letter of 1 May about your Minister's talks in Hong Kong concerning the proposed register of shipping in the Colony.

The Prime Minister has taken note of the position. However, he hopes that the momentum of work on this subject will be maintained, and that pressure should be kept up on the Hong Kong authorities to produce the document you refer to in Paragraph 2 of your letter at the earliest possible date. Mr. Heath would like to receive a further report on this subject in not less than a month's time.

I am sending a copy of this letter to Grattan (Foreign and Commonwealth Office).
