(b) The present arrangements whereby aliens are

able to take Hong Kong examinations at Second Mate and Second Engineer levels could be

extended to include examinations for First Mate and Chief Engineer.

(c) The holders of Second Mate and Second Engineer

certificates issued in accordance with

paragraph (a) above would be eligible to sit Hong Kong examinations at First Mate and Chief Engineer levels.

(a) The U.K. Government would delegate more

functions to the Director of Marine in connection with the approval of items of safety equipment and materials for crew accommodation, subject to relevant information being passed between the two Governments, and exactly the same standards presently enforced with respect to British ships as laid down in U.K. rules and regulations, applying.

Other concessions remaining under consideration

Although only the items at paragraph 2 above have been agreed, thereafter other proposals which could elicit a measure of support from the U.K. Government, were mentioned at one or other of the meetings held with the Minister for Aerospace and Shipping, these being as follows:-

(a) The U.K. Government might be prepared to

consider the issue of Hong Kong Certificates

of Competency at Second Mate and Second Engineer levels to the holders of certificates of countries other than traditional maritime countries, where these can be regarded as equivalent, and the holders are Hong Kong residents by reason of having lived in the Colony for a period of not less than (say) seven years.

(b) On a once-and-for-all basis, consideration

might be given to issuing Hong Kong Certificates of Competency to Taiwanese Masters, First Mates and Chief Engineers holding their own national
