that the Crown should make full use of its right to apply for a review of sentence in drug cases with a view to a rise in the general level of sentence for selected offences (paragraph 26);

that a special Dangerous Drugs Law Enforcement Unit should not be established (paragraph 30);

that the Preventive Service should not be incorporated into the Police Force (paragraph

31);

that there should not be a considerably enhanced Preventive Service presence in the Police Narcotics Bureau (paragraph 32);

that the Bureau's primary aim should be to neutralise the operations of the major syndicate organisers, and that it should be given all necessary assistance by other Branches of the Force (paragraph 32);

(1) that the Preventive Service should remain

responsible for detecting the import and cxport of dangerous drugs and should continue to conduct anti-drug operations on land at street level (paragraph 34);

(m) that suitable arrangements should be made

to ensure satisfactory liaison between the Police and the Preventive Service (paragraph 35);

that, at an appropriate time in the light of the other calls on Police resources, consideration should be given to divorcing the Narcotics Bureau from the C.I.D. to become a Branch of the Police Force with

an appropriate establishment (paragraph 38);
