In 1961 the maximum penalty for conviction on indictment for manufacturing was increased from 10 years and HK$50,000 to the present penalty of life and HK$100,000. Before January 1969 the maximum penalty for conviction on indictment for any offence under the Dangerous Drugs Ordinance (manufacturing excepted) was 15 years and HK$100,000. A new Dangerous Drugs Ordinance enacted that month drew on the accumulated experience gained since World War II. It was designed to give greater assistance to those with the task of controlling the illegal drug trade. Inter alia offences were spelt out in greater detail; some new offences were created; offences committed mainly by addicts because of the compulsion of their addiction were differentiated from those committed for gain and reward; and enhanced penalties for the more common offences were introduced.

The penalties for engaging in the illicit drug trade for profit are thus now substantial, as the following table shows :-
