The principal aims of this paper are :-

to examine whether the law about dangerous drugs should be strengthened, to help meet

the problems being faced;

to review the sentences imposed by the Courts on persons convicted of offences connected with dangerous drugs, and their effect upon the illicit trade in these;

(c) to examine and make recommendations about

the respective responsibilities of, and

the resources available to, the Royal Hong Kong Police Force and the Preventive Service for the enforcement of the laws about dangerous drugs.

In this context 'dangerous drugs' means those substances which are the subject of abuse here, and of prohibition or restriction under the Dangerous Drugs Ordinance, Cap 134, or the Pharmacy and Poisons

Ordinance, Cap 138.

The Law.

(a) The Dangerous Drugs Ordinance, Cap 134.

The Dangerous Drugs Ordinance, Cap 134, regulates the many dangerous drugs listed in its First Schedule. These include all the most prevalent drugs of abuse in Hong Kong opium, morphine and heroin well as cannabis. There is a total prohibition on the trafficking, manufacture, possession and consumption of these four, except under licence.
