(i) methadone maintenance as a possible mass cure for
opiate addiction;
(j) the after-care arrangements necessary for each programme of treatment recommended and the length of after-care to be given with each programme.
The paper deliberately avoids making specific proposals about these points, in order to avoid the appearance of pre- empting ACAN. The recommendation is however made that a copy of the paper itself should be tabled at ACAN, Neither it nor the fourth paper is to be given any wider distribution or publicity: as was explained to Honourable Members in an earlier memorandum, the intention is to publish a White Paper, summarising the main points and recommendations in all the first five papers.

Honourable Members will be invited to advise whether the recommendations summarised in paragraphs 3 and 6 should be accepted.
