He is a serving A.C.P. seconded to H.M. Embassy Bangkok and is responsible to and reports to the Commissioner of Police, R.H.K.P. in the discharge of his liaison duties. As a member of the Embassy staff he will be subject to the direction of H.M. Ambassador over matters relating to the internal administration of the Embassy as well as over the manner in which he conducts his liaison with the Thai authorities and other agencies.

to establish liaison with the Thai Government and in particular the Royal Thai Police in connexion with the suppression of narcotics traffic from Thailand to Hong Kong;

to establish liaison with United States Agencies in Thailand in connexion with the suppression of narcotics traffic;

to establish liaison with other interested agencies in Thailand in connexion with the suppression of narcotics traffic;

to seek to establish sources of information in Thailand Burma & Laos regarding narcotics traffic from these areas to Hong Kong;

to collate, process and report on narcotics intelligence obtained from all available sources in Thailand regarding this traffic from Thailand to Hong Kong;

to keep the Hong Kong Government apprised of up to date developments in the narcotics traffic from Thailand.

These duties are essentially liaison and are not to involve any operational activities.

His general area of responsibility is limited to Thailand but it may be necessary for him to make visits to Burma and Laos. Approval for such vizite being sought in the first instance from H.M. Ambassador in Durma or Laos as the case may be.

Channels of communication are to be through :-

(a)

Foreign Office diplomatic bag;

(b)

Secure Embassy radio communications.

All communications are to be addressed to the Commissioner of Police, R.H.K.P. and copied as appropriate to Secretary for Security and the Chief Superintendent of Police, Narcotics Bureau.
