detained in an addiction treatment centre to be transferred
to and detained in a prison. Clause 7 also adds a new
section 8A which enables a person serving a prison sentence
to be transferred to an addiction treatment centre for cure
and rehabilitation where the Governor is satisfied that such
a transfer would be in that person's and the public interest.
