Many thanks for a copy of the letter you wrote to Mr. Bartels on 12th December, 1973 concerning the Ad Hoc Committee for the Far East in its relevance to any Anglo/U.S./Hong Kong arrangements which may be set up to deal with drug trafficking into and through Hong Kong.

I heard from David Dean, Deputy Chief of Mission at the American Consulate-General here, last night that George Belk of the D.E.A., Washington, is floating the idea that you and I should meet with Bartels and himself either during, or immediately after the Narcotics Commission at Geneva next February to decide upon the nature of the joint Anglo/U.S./Hong Kong machinery to be set up. By the time you receive this, you may have heard of it on your own net, but in case you have not, I send you this note to let you know what is afoot.

I will be consulting with the Secretary for Security, the Police and the Preventive Service about this informal approach and will let you know our reaction to it shortly. Perhaps you could let me know whether you consider this to be a suitable opportunity to meet for the proposed purpose. At that time of course we will know the outcome of the Ad Hoc Committee.
