4. The Bangkok-based Niyom Samransin organization
now appears to have become the exclusive shipper of opiates
by Thai trawler, his overmatched competitors having proven
either inept or driven out of business by area government
enforcement action. A well-organized operation, Niyom has
three crews (four until last April) that sail only to
Hong Kong, and two that sail solely to Singapore/Malaysia.
5. The Niyom Samransin organization reportedly sends
at least one trawler per month to the Singapore/Malaysia
area. Its cargo usually consists of opium and No. 3 heroin,
with occasional additional loads of both smoking opium and
No. 4 heroin. Morphine, which is taken by injection in
both Malaysia and Singapore--and rarely elsewhere--is not
moved by sea, but apparently transported from Thailand via
surface and/or air conveyance.
