THAI TRAWLER SHIPMENTS

1. Thai fishing vessels currently average between

35-50 trips annually, transporting a variety of opiates

from Bangkok to several Southeast Asian ports.

Reliable

sources and evidence from seizures reveal that cargoes and frequency of trips vary according to destination.

2. While every sailing and its cargo cannot be

verified, a number of observations and estimates, based on evidence from seizures and the testimony of CI's, can be made about the frequency and nature of the trawler transport system. It is estimated that at least two trawlers per month--and possibly as many as three--depart Thailand for

Hong Kong. Cargoes bound for the Colony consist of opium, morphine base and sometimes No. 4 heroin. The ratio of

opium to morphine base reportedly is about 10-1, 1e.e., for every three tons of opium, there will be about 300 kilograms of morphine base. SW-11-0017 has reported that a trawler will not be dispatched to Hong Kong with less than a two-ton load, and he claims shipments are often made of four to five tons.
