Anglo-American informal discussions
about Dangerous Drugs
Informal discussions about dangerous drugs will take place in Hong Kong on 7th and 8th June, 1973 between officials from the United Kingdom, the United States of America and Hong Kong as shown on the list attached to this memorandum at Annex 'B', The venue throughout will be the Executive Council Chamber, Central Government Offices, 1st Floor, Lower Albert Road, except as otherwise indicated in the agenda.

The purpose this two day meeting is to have wide ranging discussions covering the entire gamut of the dangerous drugs problem in the Far East as it affects the U.K., U.S.A., and H.K. with a view to developing ideas as to how it may be countered better and more effectively than is currently the case. It is emphasised that the discussions will be strictly informal with no commitments being entered into by any of the three parties.

Attached at Annex 'A' is a proposed programme. This is intended to provide no more than a general guideline to ensure that all the important items are covered during the two days. Other topics may suggest themselves as the discussions proceed which can be dealt with as they arise.
4.
For practical convenience, the Commissioner for Narcotics, Hong Kong, will officiate as Chairman at the various sessions in addition to participating in the discussions themselves.
