I attach my report of the visit to Hong Kong in early June. I thought you might find it helpful, for consultation within the Foreign and Commonwealth Office, to have some extra copies. I shall be sending a copy seperately to Nigel Wenban-Smith in your United Nations Department.
I apologise for the delay in letting you have the report but I have been rather busy since my return, partly because of a week's absence in Brussels.
I have written this report for United Kingdom eyes only as I thought it might be useful to have an assessment of the Hong Kong scene. You can, of course, use parts of the report for circulation in South East Asia if you feel it appropriate.
I shall be taking up certain points with Home Office scientists and, if you have no objection, after doing so I would propose writing directly to Mr Rolph about the results of my enquiries. I should be glad to discuss this or any other aspect of my report with you more fully.
