ANGLO/US/HONG KONG DISCUSSIONS ON DRUG TRAFFICKING IN THE FAR EAST - HELD IN HONG KONG ON 7 AND 8 JUNE 1973
1. I attach a draft submission on Mr Train's report on the meeting which was held in Hong Kong on 7/8 June.

The meeting obviously proved a worthwhile exercise and useful contacts were established between the various representatives. It should do much to allay US
criticisms that the UK are not showing enough concern about Hong Kong's drug problems.
3. The report pours cold water on the suggestion that we should make active efforts to involve China more closely in the fight against the illegal traffic in drugs. Similarly the proposal that Sir H Greenfield should visit Peking met with little enthusiasm. In a recent minute (folio 105 on part C of attached files HKK 19/3) UN Department (Mr Wenban-Smith) also had reservations about our seeking Chinese co-operation, but FED (Mr Davies) thought we should show a positive attitude and actively seek their support. In view of what ir Train says in paragraph 14 of his report, it may be that there is little point in our pursuing this particular matter.

Mr Train mentions in his covering letter that he would be willing to discuss any aspect of his report. If you so wish, I will arrange a meeting with Mr Train.
