American goodwill which we gained by attending the
meeting in Hong Kong.
The meeting clearly proved worthwhile and useful contacts
were made with the Americans. UK attendance should do much to
allay American criticism that we are not showing enough concern
about Hong Kong's drug problems and the illegal drug traffic in
South East Asia.
