a United States Congres- sional report which accused Hongkong authorities of lack of co-operation with an American effort to halt the flow of drugs to the United States.

A Government spokesman said there was always a close liaison between Hongkong's narcotics bureau and officials of the United States Bureau of Narcotics stationed in the colony. Their record of success against smugglers 'spoke for itself."

Mr H. J. Rumbelow chief superintendent of the Hongkong Narcotics Bureau, said the department had a warm and relationship with the close " Americans. Referring to the Congressional report, he com- mented: They don't know what they are talking about. There
