NARCOTICS
1. We discussed this subject at some length the other day, and I said I would write to Rolph. I promised to clear my draft with you first, and I now attach it. I also attach the draft of a letter, which we discussed, on the possibility of a formal statement on narcotics at the Interpol meeting.
2. You said that you would be writing to Rolph separately about the more technical aspects.
