report that these 'mind bending' drugs are not the subject of
abuse in Hong Kong.
Conclusion
15.
Arising from the considerations set out in this Appendix, it is recommended that the Hong Kong Government should continue to adhere to its current position and not free from control and the
sanctions of the criminal law opium, morphine, heroin, cannabis,
or any of the synthetic drugs of abuse. This position is consistent with the policy it has pursued since the end of World
War II and is in conformity with Treaty obligations about dangerous
drugs to which the United Kingdom is a party.
