8.
Membership of the newly formed Deterrents Sub-Committee
was decided upon as representatives of the :-
Attorney General (who might be from the Legal
Department or the Hong Kong Bar Association),
Secretary for Home Affairs,
Commissioner of Police,
Director of Commerce and Industry,
Director of Medical and Health Services,
Director of Social Welfare (who might be from the
Social Welfare Department or the Hong Kong Council of Social Service),
Commissioner of Prisons.
The Chairman was the Secretary for Home Affairs until August 1972 when the Chairmanship was taken over by the Commissioner for
Narcotics.

The total membership of the Sub-Committee is seven.
There has been no change in the Terms of Reference of the Research Sub-Committee over the years. The membership has been increased by the addition of representatives from the Education Department, the Royal Hong Kong Police Force and the Census and Statistics Department bringing the total to twelve. The Chairman has always been the representative from the Hong Kong Council of Social Service.
10.
The Terms of Reference of the Treatment and Rehabilitation Sub-Committee have not been altered over the years but representatives of the Royal Hong Kong Police Force, the Hong Kong Psychiatric Association and Caritas have been added to its membership, likewise the Senior Specialist in Psychiatry at the British Military Hospital. The total membership of the Sub-Committee is now twelve. The Chair- manship has always been the representative of the Society for the
Aid and Rehabilitation of Drug Addicts, now Mr. B. Bernacchi, 0.B.E., Q.C., J.P.
