Observations about A.C.A.N. and its Sub-Committees.

A.C.A.N. is neither a Statutory Body nor a Permanent Non-Statutory Body recorded in the Civil and Miscellaneous Lists of the Hong Kong Government. It is registered as an Exempted
Society under the Societies Ordinance, Cap 151.

The main committee of A.C.A.N. meets approximately once
every two months. With a large membership of twenty representing many interests Government and otherwise, it has not proved to be a suitable forum for conducting other than formal business and
therefore tends in general to confine itself primarily to receiving
and endorsing reports from its sub-committees, or alternatively referring matters to them for consideration. Government Departments
are represented at differing levels of seniority, in some cases by the head of department in person, in others by officers considerably more junior, while the amount of interest shown in A.C.A.N. and its work by its members varies from the conscientious on the one hand
to the casual on the other. A.C.A.N.'s influence on the activities
of Government Departments, both in the law enforcement and treatment and rehabilitation fields, has probably not been very great. However, there is a close and profitable relationship between A.C.A.N. and the programmes of S.A.R.D.A. and between A.C.A.N. and the activities of certain of the Voluntary Agencies operating in
the anti-narcotics field. A.C.A.N. has been particularly active
and done some of its best work in the important sphere of education and publicity. But A.C.A.N.'s main committee today is probably rather too big to be effective and lacks the right membership, as well as the terms of reference to play a dominant role in dealing
with the enormous tasks confronting the community over dangerous
drugs.

The Education and Publicity Committee has met 74 times
since its inception in 1965. On average it convenes once per month and is very active and keen about its duties. Its meetings are lively and controversial with no lack of ideas and original thought. The end product of this Sub-Committee's work has made
