UN World Plan for Concerted Action against Drug Abuse: Appointment of UN Adviser to
South East Asia
Thank you for your letter of the 10th September to Peter Williams about this proposal. Subject to one gloss, it is acceptable to us - though how much benefit we shall receive from it remains to be seen as we hear very little from the Outposted Officer in Bangkok of the Division of Narcotic Drugs, Geneva.

The gloss is necessary because paragraph 3 of the Secretary General's covering letter stated that the Regional Adviser will be accredited to the Government of Hong Kong.
I am told that the word 'accredit' is normally now used only of envoys (i. e. heads of Mission) to sovereign independent states. care to ask the pundits whether they are satisfied, in the light of UKMIS New York telegram 868 of the 11th September and our telegram 1043 of the 14th September, that the Secretary General's wording will not give rise to difficulties for us with the CPG. As you will know, there have already been some on this sort of score in the UN, and we don't want another if it can be avoided. An expression in paragraph 3 such as 'the Governments with which the Regional Adviser will be appointed to liaise' might be more suitable.
You may incidentally like to know that
responsibility for narcotics has now been moved from the Social Services Branch to the Security Branch of the Secretariat here. Commissioner for Narcotics is now integrated into my Branch and works directly to me.
