1. Many thanks for your letter of 16 May, addressed
to Alan Wotton. We were grateful to you for setting
out so fully the details of your discussions with
Mr Baas, and your own views. You and I subsequently
had a word on the telephone on the subject, and you
will I expect now have received a copy of our tele-
gram number 490 to the Governor, Hong Kong, about
Mr Baas' call on us on 17 May. I enclose an extra
copy for ease of reference.
2. We do not yet know the Governor's response to
the American proposal, but our own inclination is to
welcome it. It is clearly designed to avoid crossing
wires with the work of the proposed United Nations
Ad Hoc Committee and also takes Chinese sensitivities
into account. It should help to allay allegations
that we and the Hong Kong Government are not
co-operating with the Americans on this matter.
3. You asked me to confirm that we should see no
objection to your taking preliminary soundings from
Police and Customs about the possibility of expert
law enforcement agents accompanying you to Hong Kong.
I confirm that we should see no such objection, but
clearly we can only accept the American proposal if
the Governor agrees.
