It was agreed that Hong Kong could and should attend meetings of the main commission and other inter- national meetings as part of the UK delegation, if they so wished. It would, however, be necessary to keep an eye on Chinese reactions.

(h) He would discuss the possibility of intercepting

Thai trawlers on the high seas with Marine & Transport Department who had responsibility for the law of the sea, and with the legal advisers. It might, however, be wise to place any discussion of this firmly in the UN context. An alternative which would be worth exploring might be surveillance followed by inter- ception in Hong Kong waters. But the first requisite would be advance warning, presumably through the Americans in Thailand.

(i) The Home Office would look into Bangkok's suggestion

of an additive to ascetic anhydride.
