Our initial conclusion is that the recommenda- tions contained in paragraph 49 of our Paper Two "International Considerations" can stand and be con- sidered on their merits except for some modification of approach to the Governments of Burma, Laos and Thailand, as stated in the final paragraph of the Report attached to this letter.
When we have received comments from H.M. Ambassadors, we will forward our final conclusions and suggestions in more detail - in response to Andrew Stuart's letter of 8th March 1973. In the meantime I thought you would like to have a sight of Rolph's report.
